Abstract

In the 18th century, the Ottoman Empire understood that it remained behind the West. because defeats had come one after another. The defeat shock turned into admiration over time. Later, the fact that the West had advanced was accepted. so the faces turned to the West. Anymore the doors have opened to Western civilization. III. Selim wanted to accelerate the innovation movements with approach a more comprehensive and intrusive approach. No longer the West has been the ideal type. However, in contrast to the West, innovations were made with a jacobin understanding. This was the end of the III. Selim and his innovations Nizam-i Cedid movement was not profane. it was largely confined to military space. II. Mahmut has initiated compulsory and a more extensive novelty movement. Westernization for salvation has been considered the sole remedy. However, the nature of the state and the structure of the society are not taken into account. Innovations stayed in shape and imitation. targeted success was not achieved. These two periods have influenced subsequent innovations. Innovations are inevitable in these periods. however, it contains errors and failures in terms of method and results. Proving this is the purpose of the study. The study is based on the method of examination and evaluation of related literature.
