The most concrete indicator of this is the statist- elitists. The statist-elitists have applied modernization with the understanding of jekoben. The legitimacy of statist-elitist in the Ottoman Empire was derived from religion and tradition. The source of their authority in the Republican era has formed the secular popular sovereignty. The statist-elitists began to lose their power in the multiparty period. Internal and external developments played an important role in this change. These developments can be listed as the new world order, migration to the city, changing economic life, the rise of Islam and globalization. Stateist-elitists have entered a crisis of legitimacy in the global era. Local values have been highlighted against globalization. This has taken place in the free environment of globalization.
