Abstract

This artcle charts the changing parameters of relatons between the state and individual in the context of citzenship in the Otoman Empire and Modern Turkish Republic. It shows that the Otoman Empire based on Islamic understanding of state and society considered its subjects in the light of their confessions. Rights and responsibilites of Otoman subjects are accorded to religious afliaton under the Millet System. Startng from the Tanzimat period, the Otoman concept of its subject started to change. Modern Turkish Republic was established as a naton state and defned its subjects as citzens. This artcle argues that Republican Turkey emphasised ethnicity, language, culture, land and race the in the constructon of new Turkish identty. It concludes that a homogenizing ideology of state and society marked the practce of citzenship in Turkey
